Participatory magement applies a bottom- up approach that incorporates the experience and understanding of local communities in planning for the magement of aquatic resources. It is a process that relies on the knowledge and participation of the aquatic resource users in the design, implementation and monitoring of magement systems. In participatory aquatic resources magement, the responsibility for magement is shared between the community and local government authorities. Regulations are define d, enforced and monitored through a process that is sensitive and adaptive to local conditions. Therefore, each participatory magement agreement is unique and reflects the actual conditions and needs as perceived by local communities and government to meet the policy of the government. These guidelines for fisheries co-magement are important steps towards building the technical capacity to mage capture fisheries and conserve aquatic biodiversity in Lao PDR. The guidelines are the result of colla boration between Department of Livestock and Fisheries and the WWF. The steps outlined in this book are based upon the field experience of these partners in the development and extension of fisheries co-magement in Lao PDR.
