Following Armenia’s 1990s land reform, state-owned farmland was redistributed to rural households, creating about 330 000 smallholder farms. While this ensured private ownership, it also caused severe land fragmentation — the average farm is just 1.48 hectares, often split into several plots. This structure hinders agricultural efficiency, modernization, and climate resilience, with over one-third of arable land now abandoned. FAO supports the Government of Armenia in addressing these challenges through land consolidation, providing policy, technical, and capacity-building assistance based on its regional experience in Europe and Central Asia.
