The origins of this meeting can be traced to the Declaration of Rabat adopted at the Ministerial Conference on Fisheries Cooperation among African States bordering the Atlantic Ocean, held in Rabat on 30 March and 1 April 1989, and to the meeting of the Follow-up Committee, which took place on 29 to 31 May 1990. At that meeting of the Follow-up Committee a first draft of a Convention was presented. This draft was circulated to interested international organizations, including FAO, for comment. S ubsequently, the Moroccan Minister for Marine Fisheries and Merchant Marine invited the Director-General of FAQ to host a workshop on the legal aspects of the draft convention concerning fisheries cooperation amongst African States bordering the Atlantic Ocean in preparation for the Ministerial Conference scheduled to take place in Dakar in the first week of July 1991.
