The primary goal of this study is to present a comparative analysis, from a human rights perspective, of the current state of legislation and programmes related to social protection in Barbados and member states of the Organisation of Easter Caribbean States (OECS). Through this comparative legal assessment, the paper aims to stimulate debate on the need for stronger legal foundation for the existing programmes, as well as to promote the incorporation of a human rights perspective to such legisl ation. Such legal foundation could be strengthened through the tool of model legislation prepared under the aegis of the OECS and thus also encourage harmonization among the member states.
