The project was initiated in response to a set of interrelated structural, legal and institutional challenges affecting agricultural land use, land market development and rural development in Azerbaijan, Türkiye and Uzbekistan. While each country presents a unique land tenure context, they share common issues such as excessive land fragmentation, underdeveloped land markets, and land abandonment, all of which hinder sustainable agricultural development and rural livelihoods. The project aimed to support the development of institutional capacity to implement land banking and other land market development measures and instruments to ensure a more sustainable use of agricultural land and address land abandonment, while facilitating farm structure improvement and enlargement in Azerbaijan, Turkey and Uzbekistan. Across all three target countries, the project strengthened legal, institutional and policy frameworks for land consolidation, land banking and land market development.
