Geographical indications (GIs) are widely promoted as tools for rural development, value creation and the preservation of cultural heritage, yet their potential often remains only partially realized. Across many regions, the absence of effective collective organization among producers represents a structural weakness that limits the performance and sustainability of GI systems. This paper argues that the establishment of formal or informal producer groups is not an optional feature, but a core enabling condition for success. Drawing on international experience and recent policy developments, including European Union legislation as an illustrative reference, the paper shows how well-governed producer groups enable stakeholders to jointly manage quality, protect reputation, access markets, address sustainability challenges and ensure a fair distribution of value along the supply chain. With a particular focus on Eastern Europe and Central Asia, the paper offers policy-oriented insights and practical considerations to support the establishment and strengthening of producer groups as drivers of long-term economic, social and environmental benefits for local communities.
