dc.descriptionIn 2009 the Gabonese authorities defined a new vision whose strategic guidelines are detailed in an operational plan, the strategic plan for an emerging Gabon (PSGE) whose goal is to turn Gabon into an emerging country within one generation. PSGE includes an ambitious public investment program to develop basic infrastructure and to create the necessary economic environment for the emergence of a diversified economy. The major challenge for PSGE, and how it can be different from previous development plans, will be to become a growth model that is both sustainable and inclusive, leading to a significant improvement in the revenue and living conditions of all Gabonese people. This report is a contribution to the debate on how to achieve this goal. It was developed as part of the implementation of a new World Bank intervention strategy in Gabon wherein competitiveness and employment is the first pillar. It identifies the main obstacles to the low impact of economic growth on employment in Gabon and makes recommendations that will foster dialogue between the World Bank and the Gabonese authorities on the subject. The report is divided into three parts: (i) an analysis of Gabons economic performance since the independence and its effect on employment, (ii) an analysis of the main characteristics of the labor market, and (iii) a review of the main obstacles to job creation. The conclusion recommends some options for reforming the labor market as well as the legal and institutional framework for employment promotion in Gabon.
dc.descriptionPays riche en ressources naturelles, le Gabon est, avec un PIB par habitant de 11.114 dollars US en 2011, l’un des rares pays à revenu intermédiaire d’Afrique subsaharienne. Sa population est estimée à 1,6 millions d’habitants en 2010 et est concentrée dans ses principales agglomérations urbaines. Sur le plan politique, le pays jouit d’une stabilité depuis son indépendance en 1960. Bien que bénéficiant d’un niveau de revenu par habitant relativement élevé, provenant en très grande partie de l’exploitation de ses matières premières (pétrole, manganèse, forêt), comme beaucoup d’autres pays riches en ressources naturelles, le Gabon n’a pas été, jusqu’ici, en mesure de surmonter le défi du développement humain. Les données disponibles montrent que le tiers de sa population vit en dessous du seuil de pauvreté et que le chômage frappe le quart de sa population active, principalement les jeunes (un sur trois) qui constituent la moitié de la population. Le présent rapport a été élaboré dans le cadre de la mise en œuvre de la stratégie 2012-2016 d’intervention de la Banque mondiale au Gabon dont la compétitivité et l’emploi constituent le premier pilier. Son objectif est de mettre en exergue les principaux obstacles à la création d’emplois, en vue de formuler des recommandations qui vont alimenter le dialogue entre la Banque mondiale et les autorités gabonaises sur les actions à entreprendre afin de faire de la mise en œuvre du Plan Stratégique Gabon Emergent (PSGE) une alternative de croissance plus inclusive que les précédentes stratégies de développement. Après une analyse de la perspective historique de croissance, de ses sources et de son impact sur l’emploi, le rapport présente les caractéristiques principales du marché du travail gabonais et les principaux défis auxquels il est confronté ; puis recommande des axes de réformes susceptibles de renforcer l’impact de la croissance économique sur l’emploi.
