This report presents evidence-based insights into the socioeconomic conditions, risk perceptions, and farming practices of smallholder paddy farmers in Sri Lanka. Drawing on surveys and field pilots across three provinces, it explores how climate change, resource constraints, and regional disparities shape farmers’ decisions on water use, crop management, and technology adoption. The findings highlight both the challenges and opportunities for improving irrigation efficiency, enhancing resilience, and recognizing the multifunctional roles of paddy farming. By linking farm-level realities to broader policy recommendations, the report offers practical guidance for advancing sustainable rice production, food security, and rural livelihoods in the face of growing climate variability.
