This evaluation focused on the FAO Integrated Sustainable Land and Coastal Management (ISCLM) Project in Vanuatu, funded by the Global Environment Facility (GEF). The project aimed to address land degradation, biodiversity loss, and climate vulnerability through a Ridge-to-Reef (R2R) approach that integrates sustainable land, forest, and coastal management. Execution partners were the Vanuatu Ministry of Climate Change, Lands and Natural Resources and the Ministry of Agriculture, Quarantine, Forestry and Fisheries. The evaluation highlights the project’s alignment with Vanuatu’s national development priorities and international commitments under national and international commitments. Key achievements include the establishment of Community Conservation Areas covering over 52 000 hectares, the institutionalization of the Integrated Coastal Zone Management (ICZM) framework, and the successful integration of R2R principles into national policies such as the Sustainable Cruise Development Strategy and the National Agroforestry Policy. Livelihood recovery programmes launched in response to tropical cyclones further enhanced community resilience and supported sustainable practices. Despite these successes, challenges were identified, including delays in project implementation due to recruitment bottlenecks, procurement inefficiencies, and the impacts of natural disasters and the COVID-19 pandemic. Gaps in gender inclusion and uncertainties about the long-term sustainability of governance frameworks also emerged as critical areas.
