The Strategic Roadmap for Carbon Market and Climate Finance in the Forest Sector, tailored for each of the Congo Basin countries (Cameroon, Central African Republic, Democratic Republic of Congo, Equatorial Guinea, Gabon, and the Republic of Congo), provides a comprehensive, country-specific framework to advance carbon finance initiatives within the forest sector. These Roadmaps are designed to complement national Forest Ecosystem Accounts, which systematically quantify the economic value of forests in both physical and monetary terms. Both documents were prepared as part of the World Bank’s Advisory Services and Analytics program for the Congo Basin. The Roadmaps support the country's participation in carbon markets, align with Article 6 of the Paris Agreement, and guide effective climate finance that advances development, sustainability, and fair benefit-sharing. They outline key reforms, policies, and infrastructure to enable and sustain access to climate finance and carbon markets. Each country’s Roadmap is designed to promote participation in results-based payments and climate finance. These documents outline urgent actions for implementing REDD+ and accessing international carbon finance, mainly targeting forests and land use. Grounded in the current realities of each country, the Roadmaps set the direction for a phased approach to mobilize finance, build regulatory clarity, and prepare the enabling conditions for future participation in high-integrity carbon market mechanisms. Establishing clear guidelines for carbon rights, benefit-sharing, private sector involvement, and coordination between ministries offers an important chance to build strong, modern frameworks, free from restrictive or outdated approaches. Following comprehensive country readiness assessments and consultations with multiple stakeholders, the Roadmaps are organized around six key pillars for participating in carbon markets: (1) aligning national policy frameworks with climate finance and carbon market requirements, (2) creating institutional and policy structures for these markets, (3) developing the necessary technical components and infrastructure, (4) facilitating public consultations, stakeholder involvement, and meeting safeguard requirements, (5) identifying sources of climate finance for implementing the roadmap, and (6) determining the needs for capacity building. The Roadmap is intended to be a flexible, evolving policy tool that provides a structured framework, adapting as each country strengthens its climate governance systems and engagement in carbon markets.
