Article 13 of the Paris Agreement provides for the establishment of an Enhanced Transparency Framework (ETF) for action and support, with built-in flexibility to account for parties’ differing capacities and to build upon collective experience. Developing countries, who often have limited resources, require additional support in establishing the necessary institutional arrangements and technical capacities to transparently track and report mitigation and adaptation measures. Given the systemic weaknesses in Bangladesh's monitoring, reporting and verification (MRV) systems, the primary objective of the project was to strengthen the country’s institutional and human capacities to meet the ETF of the Paris Agreement and to track progress against priority mitigation and adaptation actions outlined in its nationally determined contributions (NDCs). Key beneficiaries included the Department of Environment (DoE) under the Ministry of Environment, Forest and Climate Change (MoEFCC), alongside a wide array of data providers for greenhouse gas (GHG) reporting, including government agencies, the private sector and civil society.
