In 2025, global food security faced unprecedented challenges. Humanitarian needs remain at record levels, yet funding continues to decline. In this context, flexible funding is critical to enable immediate responses tomajor food crises and anticipatory action whenever possible, helping to mitigate disaster impacts and adapt to rapidly evolving situations on the ground. The Governments of Belgium, Germany and Norway provide flexiblefunding to the Food and Agriculture Organization of the United Nations to respond to and mitigate the impacts of humanitarian crises.
