In the Maldives, all plant and animal quarantine policy issues are addressed by the MoFMRA’s National Plant Protection Organization (NPPO) through the PAQU, which has plant, animal and aquatic quarantine facilities at both Velana international airport and Gan international airport. The Unit’s main function is the operational inspection of plant and animal imports and exports. Even though a previous Technical Cooperation Project (TCP) project entitled “Strengthening institutional capacities to implement national fisheries and agriculture plans” (TCP/MDV/3703/C2) was implemented in 2021 to address certain weaknesses within the PAQU, some issues remained, necessitating the need for another project. As a response to these remaining issues, this project was formulated to improve technical and institutional human resources and regulatory capacity to manage existing and new quarantine facilities through: (i) basic training for new recruits at regional quarantine facilities; (ii) technical training on species identification and inspection procedures; (iii) the development of standard operating procedures (SOP) for regional quarantine facilities, as well as tools, networking and collaboration procedures; and (iv) institutional capacity and physical resource management tools for regional and existing facilities.
