The Digital Twin for Resilience Planning initiative introduces an innovative, real-time planning tool designed to strengthen climate resilience in Dolo Ado, a highly fragile and climate-vulnerable district in Ethiopia’s Somali Region. Home to over 200,000 refugees and host community members, the area faces chronic water scarcity, recurrent displacement and increasingly severe floods and droughts. Traditional static planning tools have proven inadequate in responding to these fast-evolving risks. Led by the International Water Management Institute (IWMI) in partnership with the World Food Programme and regional authorities, the Digital Twin is an interactive, dynamic simulation model that integrates water systems, infrastructure, flood zones, settlements and population dynamics. It enables humanitarian and government actors to test future scenarios, such as floods, droughts and settlement expansion, and assess their impacts before decisions are implemented. Following a completed co-design process with key stakeholders, the project is ready for deployment. Next steps include scaling the tool across refugee camps and host communities, integrating real-time early warning data and training local planners and humanitarian coordinators. With adequate donor support, the Digital Twin offers a scalable, first-of-its-kind solution for anticipatory action, disaster risk reduction and climate-adaptive planning in fragile humanitarian settings.
