This evaluation examines the implementation of better production 4 (2022–2025) by the Food and Agriculture Organization of the United Nations (FAO), focusing on improving small-scale producers’ access to resources, markets, services, finance and technology. Drawing on 750 projects, 550 documents and over 100 interviews, it finds strong alignment between planned interventions and reported achievements, particularly in access to information, technology, land and productive inputs. However, support for financial inclusion and social protection has been less consistent, while policy engagement, partnerships and advocacy remain comparatively limited. The evaluation also identifies weaknesses in outcome measurement, inclusion reporting and the articulation of Sustainable Development Goals contribution pathways, reducing FAO’s ability to demonstrate impact. It concludes that a predominant focus on producer-level support, without sufficient systemic engagement, may limit long-term sustainability. Strengthening institutions, markets, governance and monitoring systems will be essential to advancing inclusive agrifood systems transformation and demonstrating results.
