In 2003, African heads of state and government endorsedthe Maputo Declaration, which embodies the urgentimplementation of the Comprehensive Africa AgricultureDevelopment Programme (CAADP). The CAADP promotesthe use of evolving plans of action for agriculturaldevelopment at the national, regional and continentallevel, with the broader goal of refocusing developmentefforts on food systems. Additionally, the CAADPhighlights that agricultural transformation must bepreceded by thorough assessment of existing policy,institutional arrangements and food security programmesfor effective investment development and is dependenton shared learning and inclusive planning.The CAADP has served as an effective framework fordriving a structured approach to agricultural progress inAfrica as a number of countries have developed and begunto implement National Agriculture Investment Plans(NAIPs). Additionally, Regional Economic Communities(RECs) have supported national initiatives by signingcompacts and implementing Regional AgricultureInvestment Plans (RAIPs). Despite recent progress,however, the majority of African Governments havenot delivered on their commitment to allocating at least10 percent of their budgets to agriculture and ruraldevelopment. Moreover, private sector investment (fromfarmers and agribusinesses) continues to be hindered byhistoric lending risks, including variability in agriculturaloutput and income, land tenure insecurity and bias againstwomen and unemployed youth. In summary, althoughthere has been a notable increase in the total cultivatedarea, livestock numbers and labour force, there has beenlimited improvement in productivity, low investment inresearch and poor adoption of modern agriculturalmethods.
