The report has several purposes: ?produce food for thought for decision-makers in Nepal before engaging in investment plans, particularly on how to ensure that diagnosis and solutions are investigated properly in modernization projects; ?suggest some specific strategies to managers of the two systems investigated on how they should undertake modernization of the management; ?introduce the MASSCOT exercise to a large audience through real-case application.
