Implemented from 2019 to 2024, this project supported Türkiye in advancing Land Degradation Neutrality (LDN) through policy strengthening, capacity building, and innovative tools for evidence-based land-use planning. The evaluation, conducted from September 2024 to March 2025, assessed performance against the following evaluation criteria: relevance, coherence, efficiency, effectiveness, sustainability and application of GEF policies and guidelines. A key achievement was the development of a Decision Support System (DSS) integrating GIS and remote sensing – now recognized by the UNCCD and adopted by 18 countries as a global model. Despite the challenges of the COVID-19 pandemic and the 2023 earthquake, the project demonstrated high efficiency, strong national ownership, and tangible results in restoring degraded lands and improving rural livelihoods, particularly for women. Through participatory approaches such as Farmer Field Schools, communities saw measurable gains in productivity, resilience, and social capital. The evaluation (2024–2025) found the project highly relevant, coherent, and sustainable, offering a replicable model that connects science-based planning with inclusive land management. It recommends further investment in DSS capacity, scaling up SLM practices, and embedding gender empowerment across future FAO-GEF initiatives.
