Macroeconomic and trade policy tools were common instruments used to defend local economies and livelihoods from the fallout of the post-structural adjustment era. Conceptual and empirical evidence increasingly suggest, however, that interventions aimed at facilitating smallholder organization and market participation require support that is targeted at facilitating and reducing the costs of interactor agribusiness along value chains (FAO2010a).
