From 2021-2024, FAO collaborated with the Department of Meteorology and Hydrology (DMH), Ministry of Natural Resources and Environment (MoNRE), Department of Livestock and Fisheries (DLF), Ministry of Agriculture and Forestry (MAF), Social Welfare Department (SWD), and Ministry of Labour and Social Welfare (MoLSW) to develop an anticipatory action protocol (AAP) for flood emergencies for the Lao People's Democratic Republic (PDR) with funding from the Directorate-General of the European Civil Protection and Humanitarian Aid Operations (ECHO). The flood AAP underwent testing in March 2024 in Savannakhet Province and involved a tabletop exercise to simulate the coordination process between relevant government agencies working on flood management as well as the delivery of anticipatory actions (AA) at the field level. Following the simulation, FAO, government partners and relevant stakeholders developed this set of practical guidelines for local government officers to use when planning and preparing for livestock management and evacuation in flood-prone areas. These guidelines serve to provide a stepwise approach for provincial and district-level officials who are the forefront of managing livestock in emergency situations in their area of responsibility.
