This report is an expanded version of an earlier report issued in Thai in 1999. Ms. Mala Supongpan, Ms. Jean Schofield and Messrs. Veravat Hongskul, Purwito Martosubroto and Siebren Venema have contributed to it, the latter being responsible for the final document. The substantial papers presented at the first day of the Workshop are also being edited and will appear as a supplement to this report.
