The holding of the Extraordinary Session of the GFCM was decided by the twenty-third session of the GFCM (July 1998). The mandate of this Session was to review new proposals for a scheme and scale of contributions for an autonomous budget and to decide on an option that takes into consideration views expressed by the GFCM members. Different options were discussed by the Meeting but the Commission could not agree on any of these options and decided to transmit the whole issue to the twenty-fourth session of GFCM expected to be held two days after the present Session (12-15 July 1999).
