The following case study was prepared by the author, who was attached to the Food and Agriculture Organization of the United Nations (FAO) for a period of six months in 2007 in the context of the Visiting Scientists Programme. Since joining the Coast Guard some 40 years ago, the author has gained vast experience in all aspects of vessel monitoring, fisheries control and enforcement, as well as maritime surveillance using various means (i.e. at sea, by air and on land). He was a primary driving f orce in the creation of the Icelandic Vessel Monitoring System for fisheries control. This experience also includes responsibilities as Project Manager of the North Atlantic Coast Guard Forum under the Icelandic Chairpersonship, Chairperson of the Fisheries Enforcement Working Group of that Forum and Officer-in-Charge of the Coast Guard’s Explosives Ordnance Disposal squad for over 20 years.
