Climate change is intensifying water-related risks across the Global South, with increasing frequency and severity of floods, droughts, and water scarcity posing serious threats to agriculture-dependent livelihoods. In India, these risks are compounded by aging and inadequate water infrastructure, low water-use efficiency, rising demand, and limited integration of climate resilience into water management systems. Recent climate trends—marked by record global temperatures exceeding 1.5°C above pre-industrial levels and escalating economic losses from extreme events—underscore the urgency of adaptive responses. Climate-resilient water infrastructures, including improved storage, conveyance, flood protection, and demand management, offer a critical entry point for strengthening sustainable food, land, and water systems under growing climate uncertainty. Drawing on global evidence and India’s evolving water challenges, this report reviews the concept and relevance of resilient water infrastructure and management, assesses current gaps, and identifies priority areas for future action. The report highlights the need for integrated, inclusive, and cost-effective adaptation strategies to enhance resilience, particularly for smallholder farmers, women, and marginalized communities.
