This paper first traces the progress the country has made in food security during the
past five years, focusing on the role that markets have played in improving food access for
households. It then highlights the enormous challenges the country continues to face in this
regard before turning to the issue of planning for drought in 1998 and succeeding years. It draws
heavily from the 1992 experience in Mozambique, and emphasizes the need to rethink emergency and
commercial food aid response to protect the progress already achieved in the private food
marketing system and encourage its further development.
