This handbook provides a structured overview of Measurement, Reporting, and Verification (MRV) systems for greenhouse gas (GHG) mitigation in rice production and their relevance to national climate commitments and climate finance. It serves as a technical and policy reference for governments, development partners, and practitioners seeking to design, operationalize, and scale MRV systems for low‑emission rice cultivation in Southeast Asia, drawing on illustrative experiences from the Philippines, Thailand, and Vietnam. The document explains how MRV systems link farm‑level mitigation practices—such as alternate wetting and drying, residue management, and crop establishment methods—to national GHG inventories, transparency frameworks, and results‑based financing mechanisms, and reviews key system components including institutional arrangements, activity data collection, emissions estimation approaches, reporting requirements, and verification processes. It discusses practical implementation challenges related to data availability, governance, capacity, and cost, particularly in smallholder‑dominated systems, and examines emerging digital MRV approaches—such as remote sensing, automated data collection, and interoperable data platforms—and their potential to improve efficiency, transparency, and scalability. In addition, the handbook explores financial instruments and funding modalities, including public climate finance, carbon market mechanisms, and blended finance approaches, that can support investment in coherent, credible, and investment‑ready MRV frameworks that can enable a more resilient and economically viable transition to low-emission rice production in the three countries.
