The World Bank Group (WBG) Country Partnership Framework (CPF) for the Republic of Niger (FY26-FY31) will support investments in Niger's foundational infrastructure for job creation and resilient growth, adopting a differentiated approach adapted to Niger's conflict-affected context to support pivotal reforms that address drivers of fragility alongside scalable foundational investments to generate more and better jobs, in alignment with key priorities of the Government's Program for Refoundation of the Republic (PRR) for 2025-2029 and WBG strategic directions including the 3-by-5 Jobs approach, the refreshed WBG Fragility, Conflict, and Violence (FCV) Strategy, and the forthcoming WBG Micro, Small, and Medium Enterprise (MSME) Strategy. The CPF will strengthen human capital and enable Niger's young, entrepreneurial, and rapidly growing population to leverage opportunities in energy and agriculture to develop markets for inclusive, resilient, and diversified growth, supporting three outcomes anchored on WBG flagship platforms: a healthier, better educated, and skilled population under Universal Health Coverage; increased access to electricity under Mission 300; and improved agricultural productivity and food security under AgriConnect, complemented by a cross-cutting outcome to enhance macro-fiscal management and improve access to finance and markets. The FY26-FY31 CPF adopts an integrated and flexible approach aligned with two PRR pillars : economic transformation through better oil and mineral resource management with investments in food and energy self-sufficiency, and social and economic inclusion via reforms and investment in social sectors. It pursues three WBG job creation framework objectives: building the infrastructure foundation for jobs through a healthier, better-skilled population and improved access to energy and agricultural productivity; mobilizing private capital for energy and agricultural value chains; and supporting the business enabling environment through enhanced macro-fiscal management and access to finance and markets.
