(i) Assess the efficiency of wheat seed production as the basis of the Afghanistan seed industry (ii) Determine how quality seed production in Afghanistan could become commercially viable and self-driven according to market forces. (iii) Assess the capacity of the Afghanistan market to effectively absorb seed quantities and types to be delivered by the project and how the market could be enhanced to do so. (iv) Scope of crop diversification and how this could be enhanced.
