On 8 October 2005, an earthquake of magnitude 7.6 o n the Richter scale struck northern Pakistan. A massive relief effort was mounted involving the G overnment of Pakistan (GOP), the army and relief agencies. The FAO response to the earthquake consistently use d a livelihoods-based approach from damage and needs assessment to distribution of agricultural assets, to supporting coordination mechanisms, and to building the capaci ty of ERRA in th e livelihoods sector. This approach significantly enhanced the re levance of the programme to the needs and opportunities of affected communities. Re lief interventions were all responding to clear and pressing needs. The rehabil itation programme was also found very relevant, notably the idea of rebuilding damag ed infrastructure through partnerships with Non-Governmental Organizations (N GOs) and Community Organizations (COs), and the fa ct that the programm e decided not to restock animals but rather to provide shelter and feed for survivin g livestock.
