This technical note consolidates key findings and strategic directions from recent assessments and stakeholder consultations on agricultural cooperatives in Azerbaijan, drawing on evidence and inputs facilitated through FAO Azerbaijan. Although there is a comprehensive legal and policy framework, certain challenges still need to be addressed. Given national priorities that position cooperatives as drivers of agricultural growth, rural development, and competitiveness, a coherent, evidence-based approach is needed to strengthen the cooperative ecosystem. This note provides an analytical basis for aligning policy objectives with practical reforms, addressing systemic bottlenecks, and reinforcing institutional capacity. By synthesizing evidence and stakeholder input, it supports informed decision-making and coordinated action to build more sustainable, inclusive, and competitive agricultural cooperatives in Azerbaijan.
