dc.descriptionIn the formulation of projects for irrigation of smallholdings in South Asia there are a number of questions relating to water allocation and distribution which arise very frequently. They include economic and sociological issues, as well as technical. In the following paper project design is discussed with particular regard to these issues. The paper does not provide comprehensive coverage of irrigation system design, but focusses on key issues and options, consideration of which is basic to pr oject formulation. The paper is intended for both administrative and technical readers.
