This paper examines the growing international law on climate change and forecasts what issues may come before legislatures concerning forests as carbon sinks. The first introductory section of the paper offers some basic information on climate change and the international legal response. The second section reviews some early national responses related to forests. The third section considers some of the general legal issues that may come up regarding forests and climate change mitigation.
