This policy brief presents several institutional actions that enhance the capacities of farmers, researchers, extension workers, and other actors to anticipate climate risks and reduce vulnerabilities to climate extremes and strengthen adaptation and resilience. The work was carried out through the project “Strengthening integrated adaptation planning and implementation in Southern Africa smallholder agricultural systems to support food security (GDCP/SFS/001/ FLA)” funded by Flanders Cooperation and implemented jointly by the Food and Agriculture Organization of the United Nations (FAO) and the Government of Zambia.
