The paper discusses the role of socioeconomic status of fishermen, village power structure, village money lenders in fishery credit, ownership pattern of ponds and inefficient control on public water bodies, and of government regulations on the development of fisheries resources. The paper also describes the rote of CIRDAP in the development of fisheries and outlines priority research and action areas.
