This paper is an effort to rationalize and strategize actions to be undertaken in order to improve SFE and SFE countries. While there are already important developments by the countries themselves, the UN, other multilateral and bilateral partners, it is found important to present an approach aiming at clarifying the issues, proposing capacity building actions and type of project activities to develop and support. It is a work in progress.
