Community-based forestry (CBF) aims to achieve two key outcomes: improved forest condition and enhanced local livelihoods for those communities and smallholders managing the forests. Over the recent years, policy-makers and donors have set additional expectations from CBF regimes, proposing them as appropriate vehicles for delivering global environmental benefits for sustainable development. CBF regimes are also expected to play a key role in achieving the SDGs.
What are the implications of these new expectations for CBF? Do the existing CBF regimes have the required capacity to deliver these additional outcomes? What are the challenges and opportunities emerging out of these shifting expectations? Will it bring better governance to tenure relations, especially for communities and small holders? What adaptations or alternative models can be proposed to ensure that the CBF will achieve its potential?
