The conservation and management of marine living resources has been fraught with problems since decades and nothing indicates that this is likely to change in the near future. To set hopes high would also be unrealistic due to the fundamental characteristics of marine fish, namely that they are a common property and renewable natural resource incapable of being spatially confined.
