The report summarizes key outcomes of the second semi-annual Stakeholder Forum of 2025 of the Sub-sector Working Group on Irrigation (SSWG-IR), which was held in Vientiane Capital, Lao People’s Democratic Republic (Lao PDR). The co-facilitated event between the Department of Irrigation (DOI) and the International Water Management Institute (IWMI), with the technical support from the Asian Development Bank (ADB), brought together more than 60 participants from government agencies, academia, development partners, farmer organizations, civil society organizations, and the private sector to discuss and share insights on groundwater use and governance at the community and household levels. Although the groundwater use with solar power technologies is relatively new in the context of Lao PDR, several benefits were evident, such as the potential for addressing water security, its feasibility as a low-cost technological option for cash crop cultivation during the dry seasons, and its overall contribution to climate resilience. The report also outlines some key recommendations for sustainable, equitable, and effective adoptions, such as expanding awareness campaigns, strengthening public-private partnerships, and advancing accessibility to technologies and services.
