The agriculture sector in Uganda faces a number of challenges, whichinclude operating at suboptimal levels, the prevalence of subsistencefarming, inadequate investment, food and nutrition insecurity, andgender issues. In order to address these challenges, Phase 1 of thisproject was successfully implemented in Uganda from 2012 to 2014.On reviewing the successful results and lessons learned from Phase 1,the Government of Uganda identified that insufficient capacity was stillthe main constraint on agricultural development and food security. Inview of this, Phase 2 of the project was designed to increase capacity,support the implementation of the Agriculture Sector Strategic Plan(ASSP), and promote trade and investment in agriculture, throughthe fielding of experts and technicians from China.
