The technical consultation on fisheries observers in West Africa was organized in Dakar, Senegal, from 11 to 13 December 1995. The consultation was organized and financed by the project GCP/RAF/302/EEC, within the framework of priorities defined in its work programme, and following a request from the Sub-Committee on Management of Resources within the limits of national jurisdiction of the Fisheries Committee for the Eastern Central Atlantic (CECAF) at its ninth session. The technical consultati on brought together representatives of those West African fisheries administrations having started observer programmes in the context of monitoring, control and surveillance (MCS) systems, as well as the main agencies concerned by fisheries projects in the region. The consultation examined relevant experiences as well as the main problems in this area encountered in the region, and formulated general recommendations for the improvement of existing programmes. One day was devoted to visiting the fisheries administration in Senegal and central and regional installations linked to fisheries surveillance.
