In Mongolia, herding communities face one of the most severe climate-related challenges in the world: the recurring cycle of summer droughts followed by harsh winter dzuds. In the 2023/24 winter season, Mongolia experienced one of its harshest dzuds in nearly 50 years: about 90 percent of the country was at high or extreme dzud risk levels, and an estimated 9.12 million livestock perished. To support vulnerable herders, the Ministry of Food, Agriculture, and Light Industry, the National Emergency Management Agency, and FAO implemented anticipatory actions across 15 aimags (provinces), reaching over 3 000 households with unconditional cash transfers to safeguard livestock assets and food security. This report provides an overview of the intervention and an analysis of its impacts on livelihoods, gender-related outcomes, and return on investment.
