This evaluation reviews the FAO country programme in Cabo Verde over the 2018–2022 timeframe. FAO remains a reference institution for rural development and the country's maritime economy, particularly appreciated for its inclusive approach and outreach. FAO’s technical role is jeopardized by the limited critical mass of technical experts available in the country. FAO has significantly assisted the country in institutional strengthening (Right to Adequate Food law, SDG indicator 2.1.2, food security) however, critical issues remain regarding food and nutrition security (FNS) governance. FAO played a crucial role in the design and initial implementation of the overall strategic, programmatic and institutional framework of the blue economy. There are, nonetheless, concerns regarding the institutional uptake and consolidation by national partners of the obtained results. A more incisive contribution to the sector of small/artisanal fishery and a comprehensive capacity development programme is needed to address the blue economy challenges.
