Thoughts on the role of government changed late in the nineteenth century from nonintervention in economic affairs to government control. Events over the last decades have upstaged the ability of governments to achieve what had become to be major goals. The future role should be a balance between what is wanted, what is possible, and who – national government, trading block or private enterprise – should do what.
