The World Bank Group (WBG) Country Partnership Framework (CPF) for Chad for FY26–FY31 aims at fostering human capital development and private sector–led job creation while addressing drivers of fragility, promoting a strategic shift from public sector–led to private sector–led growth in alignment with the Government's development vision articulated in the National Development Plan (NDP) for 2025–2030 ("Tchad Connexion 2030") and anchored in the 2024–2029 National Social Cohesion Strategy (SNCS), which emphasizes inclusion, conflict prevention, improved governance, access to basic services, and resilience. The CPF will focus on foundational human capital, physical infrastructure, and supporting Micro, Small and Medium Size Enterprises (MSMEs) to catalyze job creation, including for youth, women, and communities affected by the Fragility, Conflict and Violence (FCV) context, in line with the WBG 3-by-5 Jobs framework, the refreshed FCV Strategy, and key WBG platforms including Universal Health Coverage (UHC), the Africa Initiative for Medical Access and Manufacturing (AIM 2030), Mission 300 (M300), and AgriConnect. Achieving CPF outcomes will require critical reforms to strengthen health and education staffing, reinforce governance of the electricity sector, and improve access to agricultural inputs, with the CPF focusing on three interrelated outcomes to help Chad transition out of fragility: a healthier, better educated, and skilled population; increased access to electricity; and improved agricultural productivity and food security, supported by public and private investments in sectors with the greatest potential for MSME-driven job creation.
