dc.descriptionThis report aims at providing stakeholders with a good analysis of the potential impacts of mining development on the Congo Basin forests. It is one of a series of outputs prepared during a two-year exercise to analyze and better understand the deforestation dynamics in the Basin. It presents the main findings of an analysis of the mining potential in the Congo Basin as well as the global trends in demand of minerals tries to identify ways to reconcile mining development and preservation of the Congo Basin forests. It is based on an in depth analysis of the sector. The report is structured as follows: first chapter gives an overview of the mineral wealth in the Congo Basin; second chapter analyses the prospects for mining development in the Congo Basin; Third chapter assesses the potential impact of mining developments on forests; and the last chapter tries to identify ways to reconcile mining development and preservation of the Congo Basin forests.
dc.descriptionCe rapport propose une analyse des impacts que serait susceptibles de produire une exploitation minière plus systématique du bassin du Congo. La sous-région du bassin du Congo abrite en effet une énorme richesse en ressources minérales précieuses diverses. Celles-ci comprennent des métaux (cuivre, cobalt, étain, uranium, fer, titane, coltan, niobium, manganèse et or) ainsi que des non-métaux (pierres précieuses, phosphates et charbon). Les ressources minérales sont restées jusqu’ici largement inexploitées. Les perspectives de développement du secteur minier dans le bassin du Congo s’améliorent néanmoins en raison de facteurs tant endogènes qu’exogènes. Les prix élevés et les nouveaux paradigmes de consommation ont bouleversé les règles du jeu. Les recommandations suivantes comprennent des options crédibles pour limiter la déforestation, tout en appuyant le développement de l’exploitation minière dans le bassin du Congo. Ces recommandations doivent être considérées comme des orientations générales destinées à alimenter des discussions plus approfondies des politiques au niveau des pays : 1) Promouvoir la planification intégrée de l’utilisation des terres pour l’exploitation minière et le développement des infrastructures connexes ; 2) Fixer des objectifs de haut niveau pour la gestion environnementale et sociale ; 3) Améliorer la gestion du secteur de l’exploitation minière artisanale et à petite échelle dans les zones riches en biodiversité ; 4) Compenser les effets négatifs de l’exploitation minière ; 5) Promouvoir des mécanismes novateurs pour compenser les impacts négatifs ; 6) Renforcer les capacités des États en matière de gestion du secteur minier.
