dc.descriptionAn account of the Commission session held in New Delhi, India from 31 August to 4 September 2009. The meeting reviewed the body's work since the previous Asia and Pacific Plant Protection Commission (APPPC) session and the overall plant protection situation at national and regional levels. The session was a milestone in the history of the APPPC with three significant outcomes: a) the revised Agreement for Plant Protection for Asia and the Pacific came into force in September 2009 after 26 years' effort, enabling the Commission to set up its own financial mechanism, b) The rules of procedure and financial rules were adopted by the session and c) two Regional Standards for Phytosanitary Measures (RSPMs) were adopted, including the RSPM on South American Leaf Blight for rubber after ten years of preparatory work and negotiation in the region. Finally, the Commission unanimously adopted the work programme of the Commission for 2010-2011 and the budget, which for the first time is linked to mandatory contributions by contracting governments.
