The review focuses on FAO progress achieved in promoting the most important form of small producer organization, from a poverty reduction perspective, i.e. the producer group enterprise (PGE). For the purposes of this analysis a PGE is defined as a democratically-run, member-controlled and financed group enterprise that provides its members with economies-of-scale and market power that lower member transaction costs in acquiring inputs, processing and marketing output, accessing info rmation and accumulating capital and which leads directly to increases in small producer net incomes and reductions in rural poverty. This definition includes a wide body of organizations ranging from small group enterprises and intergroup associations to larger more formal mutually-controlled businesses, like agricultural cooperatives, rural credit unions, caisse or banques populaires.
