dc.descriptionThe NFFP was developed through a process of broad consultation with African stakeholders, both before the start of the Programme and during the Inception year (2011). Many issues were raised as characterising the developmental context. Principle among them was weak governance and policies, insufficient capacity to implement responsible fisheries and aquaculture practices, and the significant vulnerability of fishing communities to disasters and climate change.
