Phytosanitary capacity evaluations (PCEs) are a key tool for strengthening national plant health systems and facilitating safe, fair participation in global trade. However, their effectiveness can be further improved when evaluations consider human and organizational factors—including gender and youth dynamics—making them more responsive to real-world conditions, while enabling the creation of sustainable capacity.This guide, developed under the European Union (EU)-funded project, “Strengthening Food Control and Phytosanitary Capacities and Governance” (GCP/GLO/949/EC), and coordinated by the International Plant Protection Convention (IPPC) Secretariat and the Food and Agriculture Organization of the United Nations (FAO), provides practical recommendations for integrating gender and youth considerations into the PCE process. It highlights how gender- and age-related inequalities can constrain plant health governance and phytosanitary capacity development and outlines concrete strategies to address these challenges throughout the PCE process – from stakeholder selection and situation analysis to strategic planning and project design. Tools, checklists, and examples of fictional case studies are included to support national plant protection organizations, PCE facilitators, government agencies, and project designers as they embed inclusive practices. This guidance aligns with international frameworks and contributes to broader goals of equity, sustainability, and inclusive trade.
