The European Commission agreed with Ecuador and the US in April 2001 to change its import regime from the current tariff rate quota (TRQ) to a tariff only system no later than 1 January 2006. The potential effects of these changes on the world banana market and on the interests of the different groups of exporters and importers have led to extensive political and economic debate and controversy. The overall objective of this consultation is to review and clarify the evidence that underlies curre nt debates and negotiations on banana import policy reforms in OECD countries. Its aims are to generate a more informed debate on trade policy reforms in these countries and to contribute in particular to negotiations related to a possible EU tariff-only banana regime. The consultation will focus on quantitative analyses of the impacts of various options for a tariff-only policy and the potential implications on countries benefiting from preferential treatment.
